1 The WIRS series contains numerous items of data that can be used to examine such trends among workplaces with twenty-five or more employees, thereby enabling us to investigate the true nature and degree of change that has occurred in the characteristics of our population over this period. 18 All Change at Work? The purpose of this chapter is to map out changes in the population so that the linkages with behaviour at workplace level might be more ably explored and discussed throughout the remainder of the book.

Between our third and fourth surveys, in 1990 and 1998, the proportion of all workplaces engaged in private sector manufacturing and extraction activities fell from 21 per cent 22 All Change at Work? 6 The proportion of establishments in the public sector also continued to fall, although at a much slower rate than in the previous period. In contrast, private sector services enhanced their dominance of the population of workplaces, rising from 49 per cent in 1990 to 54 per cent in 1998. Their share of employment rose from 38 per cent to 44 per cent over the period.

Attention is principally focused on the structures and procedures through which pay is determined in both union and non-union workplaces. However, other forms of reward systems, such as profit sharing and share ownership schemes, are also considered. The final chapter builds upon the evidence compiled within the rest of the book in examining the extent to which one can identify particular trajectories of change throughout the survey series: the decline of joint regulation or the development of a non-union ‘model’, for example.
